Mr. Frank David Muhagachi is an Environmental Engineer with over four years of practical experience in environmental and social management across sectors including mining, energy infrastructure, and industrial construction.
He has extensive expertise in Environmental and Social Impact Assessments (ESIA), Environmental Auditing (EA), Environmental and Social Management Plans (ESMPs), and regulatory compliance monitoring. His work spans over 50 major infrastructure and development projects in Tanzania, with responsibilities ranging from ESIA document preparation and review to stakeholder consultation and project compliance evaluation.
He has served in key roles such as Environmental Coordinator for the EACOP project with China Petroleum Pipeline Engineering Co. Ltd, Assistant Environmental Management Officer at the National Environmental Management Council (NEMC), and Environmental Expert at Tanzania Integrated Engineering Solutions Co. Ltd. His experience includes mine closure planning, waste management, water and air quality monitoring, environmental incident investigation, and application of pollution mitigation strategies.
Mr. Muhagachi is well-versed in international standards and environmental legislation, and he has completed certifications in ISO 14001 (EMS), ISO 45001 (OH&SMS), and COSHH among others. His technical capability is complemented by a strong foundation in risk analysis, regulatory liaison, and sustainable project delivery.
He holds a Bachelor of Science in Environmental Engineering from Ardhi University. He is registered with the Engineers Registration Board (ERB) of Tanzania and is a certified Environmental Expert (EIA & EA) by the National Environment Management Council (NEMC).
